The reading mode in the settings can be selected between scroll mode and page-turning mode, but whichever of these is selected, it will only function in scroll mode.
Scroll mode is difficult to use on an i Phone or i Pad, and I would like to use page-turning mode.
Also, I would like to have the ability to turn pages by tapping on the screen. It is very cumbersome to operate by screen swiping.

Thanks for the report! Page-turn mode should definitely work on iPhone and iPad, including tap-to-turn (tapping the left/right edges of the screen).
Could you check which version of BookShelves you have installed? (Settings > About in the app.) There was a fix related to reading mode in a recent update, so updating to the latest version may resolve this.
If it's still happening after updating, let me know and I'll dig deeper.

Books are checked with epub files downloaded from Aozora Bunko.
Thanks for the details! Vertical Japanese books (vertical-rl layout) currently only support scroll mode. We did try to get paged mode working for vertical text, but the results weren't satisfactory, so we held off on shipping it. That's why tapping the screen shows the book menu instead of turning pages.
We'll note this as a feature request. Can't promise a timeline yet, but it's on our radar.
