Macos chapters interface won't scroll to show all chapters

When viewing the chapters listing on MacOS, the first batch of chapters come up, but the interface won't scroll down to reveal more chapters.If you hit the bookmarks icon while the chapters interface is open, then try scrolling down the now-overlaid-bookmarks interface, the chapters window (behind the bookmarks window) extends downward and seems to populate to show chapters, but then scoots backup behind the bookmarks interface.
